How to take Input tax Credit when End Customer is Govt Dept who do not have GST Registration No.

Dear Sir

In Case we are Govt Supplier. Pl let us know as to How to take Input Tax Credit when Material is sold to Govt Dept who do not have/ obtain GST Regn No.
